The public System is responsible for construction, operation and maintenance of schools, other public establishments, bridges and roads as well as supply and waste management plants. Globalisation, EU-expansion and the strained financial situation of public budgets have, in many countries across the world, led to increasing integration of private companies in the financing of public projects. In recent years various kinds of co-operation between the state and private sectors have come into being, in order to be able to complete the infrastructure and public services in keeping with the times.
The Green Paper commissioned by the European Community defines PPP as cooperation between public sector and privately owned companies for the purpose of financing, construction, renovation, operation or maintenance of an infrastructure or the provision of public services.
